The sending of food aid can be questioned, because food aid often does not get to the areas of greatest need, it is frequently stolen en route by the military, and organizations are too slow to respond to need.
Food aid has been historically a major element of development aid to support longer-term development and the primary response to help countries and people in crisis. Doubts about food aid are arising because there is a growing mismatch between the new circumstances produced by rapid political and economic change and the international arrangements and institutions for food aid that are predicated on an earlier reality.
In an environment of risks, uncertainty and rapid change, prevailing in the early 1990s, food aid and other assistance have increasingly been organized as part of efforts to assure human security in terms of livelihoods, food, health, a sustainable environment, personal and political security. However, to what extent is this multiplicity of goals realized in practice? To what extent do the modalities and institutional arrangement for aid permit them to be realized? It is on institutional questions that this examination of food aid focuses in particular.

Global warming is the most severe environmental challenge faced by humanity today and the costs of responding effectively will be high. While Russia's ratification of the Kyoto Protocol ensures the treaty's entry into force, lack of capacity, or incentives to renege on their commitments, will impede mitigation efforts in many countries. An important prerequisite for the proper functioning of the Protocol is that its compliance system - which is spelled out by the Marrakesh Accords - proves effective. Implementing the Climate Regime describes and analyses Kyoto's compliance system. The drive towards increased policy coherence came as a response to a state of policy incoherence. The shifting grounds of policy coherence in development co-operation are outlined in this volume. The policies of some selected donorcountries - Canada, France, Germany, the Netherlands, Norway, Sweden and Switzerland - are scrutinized and analyzed, with particluar reference to the internal coherence of its development co-operation policy and the common foreign and security policy, and the coherence of EU policies and the bilateral policies of its member states. Some perspectives are highlighted in separate contributions: one analyzes coherene and incoherence of aid and trade policies; another the challenge of policy coherence in the new global order. Governance and coherence in development co-operation are also given particular focus as are coherent approaches to so-called complex emergencies, taking Belgium's policies towards the Great Lakes Region of Central Africa as the point of departure.

This is a book about international cooperation in the Antarctic, written by political scientists and international lawyers. They examine whether the Antarctic Treaty System succeeds in helping solve major problems in the region and they investigate its position in the wider international community. Areas covered include fisheries, the environment, tourism, mineral activities, the role of NGOs in Antarctic affairs, and the policy of neighboring countries toward the Antarctic.

In the Barents Sea, the world’s biggest cod stock is expanding north-eastwards, while in the Nordic Seas significant changes in abundance, distribution and migration patterns can be observed in the world’s largest stocks for mackerel and herring. In the Antarctic, increasing temperatures and the associated declines in sea ice, ocean acidification and changes in circulation is likely to affect the geographical distribution of krill, the keystone species of Southern Ocean ecosystems. The Barents Region in the Scandinavian and Russian Arctic is emerging as one of the most dynamic and versatile East-West initiatives in Europe. Its unique, two-pillared institutional structure ensures that the state as well as local authorities are drawn into deliberations, as are representatives from the European Commission and the regional Saami organization. The region is immensely rich in minerals, petroleum and fishery resources of interest for Europe as a whole. It is the apex of the Cold War structures: with over 200 naval nuclear reactors and with more strategic nuclear weapons than anywhere else in the world, its importance extends far beyond the confines of Arctic Europe. To Russia, the Barents Region has become a link to Northern Europe and potentially to the European Union, it may become an instrument to stabilise its eastern borders in a militarily sensitive area. The Barents Region surveys regional cooperation in Arctic Europe.
